Based on your research of existing systems and data sources and your user research of their need prepare comparison showing the gap between reality and what the citizens need. The main objective here is verbalize the gap between reality and what is desired/needed so that design decisions can be made. The gap may be in available data, its presentation, the information flow, location of the information, its intepretability or other things that you identified during the interviews.

Formulate the main challenges the users are facing.

Prioritize the challenges based on impact/effort matrix so that you deal with high impact first.

Based on this you will start the design process in Homework 2.
